Talcott Illinois State Flag has Rockford Chapter NSDAR connection The Illinois state flag was designed in 1915 by Ms. Lucy Derwent Keeler, daughter of Mrs. Luther Derwent who served as chapter regent and state vice regent. Lucy submitted her flag design on behalf of the Rockford Chapter NSDAR, when State Regent Ella Park Lawrence launched a campaign to create a state flag. The flag was needed to represent Illinois at Continental Memorial Hall in Washington D.C. Ms. Keeler’s design was chosen from 35 designs, winning a $25 prize for the chapter.
